About the Role

 We are seeking a dynamic, experienced, and results-driven Commissioning Manager to lead the successful launch and operational setup of a brand-new 60-bed residential care home in Ipswich. The home will cater exclusively to elderly residents with a focus on private fee payers, delivering the highest standards of person-centered care and premium living.

As the Commissioning Manager, you will be responsible for the full lifecycle of the commissioning process—from pre-opening planning through to full operational handover. You will work closely with the provider’s senior leadership team to ensure a smooth opening, successful occupancy uptake, full regulatory compliance, and the creation of a strong, values-led team culture.

Commissioning Manager Key Responsibilities

  • Project Management:
    • Oversee all aspects of the care home’s commissioning, including infrastructure readiness, staffing, CQC registration, and service mobilisation.
    • Act as the primary liaison with construction teams, local authorities, suppliers, and other stakeholders.
  • Regulatory Compliance:
    • Lead the process for obtaining CQC registration.
    • Ensure all regulatory, legislative, and safeguarding requirements are met from day one.
  • Staffing & Culture:
    • Recruit, onboard, and train the full staffing complement, including the Home Manager and care team.
    • Embed a strong person-centered care ethos and culture of excellence from inception.
  • Marketing & Occupancy:
    • Develop and implement a robust marketing and sales strategy to drive early and sustained occupancy, focusing on attracting private fee-paying residents.
    • Represent the home at community engagement events, open days, and local networking forums.
  • Budgeting & Financial Oversight:
    • Set and manage commissioning and initial operating budgets.
    • Work collaboratively with finance teams to ensure cost control and financial sustainability.
  • Quality & Service Design:
    • Shape service delivery models and operational frameworks aligned with best practices in elderly residential care.
    • Ensure the home opens with the highest standards in care delivery, hospitality, and resident wellbeing.

 

Commissioning Manager Essential Requirements

  • Proven experience in commissioning a new care home or in a senior operational role within elderly care services.
  • Strong understanding of CQC regulatory requirements.
  • Commercial acumen with experience targeting private fee-paying clients.
  • Inspirational leadership skills with the ability to build high-performing teams.
  • Excellent project management and organisational capabilities.
  • A deep commitment to person-centered care and enhancing quality of life for older adults.

Desirable Qualifications

  • NVQ Level 5 in Leadership for Health and Social Care (or equivalent).
  • Previous experience launching luxury or boutique-style residential homes.
  • Knowledge of the Ipswich or wider Suffolk market.
