PURPOSE OF THE JOB

The Duty Fleet Manager (DFM) is a business-critical support role. They are primarily based in the MEC, but also at Rail Depot or Rail House. The DFM’s role is to ensure that 777 units that experience faults are correctly mitigated in an expedient and safe manner such that the operational impact on our customers is minimised. The outcome of all technical incidents shall be documented and communicated with high levels of quality and accuracy. The role will be to act as a liaison between the Control staff and Rail Service representatives, whilst encompassing fleet engineering best practices.

OB ACCOUNTABILITIES
Reporting to the Fleet Performance Manager, the post holder will ensure availability, quality and safety standards are achieved through active and robust management of the Fleet Maintainer.

The post holder should be available as required to maintain and populate any such information gathering systems as required by a manager within the Fleet Team

The post holder is responsible for ensuring that detailed work orders (utilising SRMS) are raised by SRSUK MCRC, for all defects. These shall clearly describe the fault, the mitigations attempted and the outcome. Also, reviewing raised work orders, assessing the level of detail and background information. This should include the full traceability of the fault from initial recording to the satisfactory close out of the defect. Any such work orders that remain open should be notified to the MCRC BEFORE unit is handed over for service.

The post holder will attend the twice nightly SRS UK chaired production meetings ensuring SRS UK are clear on the requirements of the operational day and that ALL units requiring a concession are duly authorised and recorded.

Maintain a Duty Fleet Manager Log and Diary to ensure that accurate records are recorded back to the Fleet team and a handover brief is diarised for their relief.

The post holder should fully converse themselves with the previous days Control Log and action any issues as required.

Facilitating the appropriate communications with SRSUK to ensure that the suitable plans are built and executed to allow units experiencing faults or defects to be rotated out of service and moved to a location where they can be maintained. This includes escalating through the TSDM and the wider fleet team, as necessary.

Ensure that the DOTE is consulted and discharged in line with industry standards for the recovery of defective units in service. Also monitoring the offer of defective units from a maintenance facility does not conflict with the DOTE instructions.
Ensure that the DST is used as best practice for the recovery of defective units in service by monitoring MCRC behaviours and actions.

The post holder will ensure a robust and accurate process/register of identified faults and faulty but used units is always maintained and accurately reflects a true picture of the fleet.

The post holder will ensure the Class 777 availability spreadsheet is populated each morning as required.

The post holder will ensure the EnergyX system is updated to reflect the Fleet locations as required to satisfy the Network Rail billing status and should include details of units switched out as appropriate.

The post holder should consult with the MCRC in coordinating any further advice or support needed from third parties in relation to a defect.

The post holder is responsible for monitoring SRMS and RDS to ensure that faults are reported accurately to the business and acted upon accordingly.

The post holder is responsible for ensuring any potential safety related fleet incidents including the management of Fleet Safety advice relating to RM/RT8250 are recorded and acted upon by both the MEC and the Fleet Maintainer.

Continual monitoring of remote off-train data on a real time basis to spot defects and faults not detected by rules, including strong collaboration with the MCRC at the MEC, ensuring raised defects are appropriately managed, investigated or mitigated before the unit/s are offered for service.

The post holder is responsible to their manager for health, safety, and welfare of himself/herself, colleagues, contractors, and customers.

The post holder must fully report all accidents correctly to their manager and complete all necessary related documentation.

The post holder must attend safety briefings and raise any concerns about safety standards.

The post holder should make himself / herself aware of the names of those trained in First Aid. Local arrangements are detailed in the Local Safety Policy Statement and are exhibited on company notice boards.

The post holder has a responsibility for fire, fire prevention and security by making himself herself aware of any evacuation plan and reporting suspicious objects to their manager.

The post holder should be aware that the requirements of the Duty Fleet Manager post could be amended and/or enhanced as required to meet the needs of the business.

Monitor the daily distribution of the Merseyrail fleet to ensure that the service specification is achieved, and that service delivery requirements are met. Ensuring that,
a) All unit diagrams to be covered daily.
b) Fleet status to be recorded in the Daily Incident Log.
c) Any short formations are recorded in the Daily Incident Log.
Receipt of National Incident Reports (NIR)
a) Ensuring that all National Incident reports to be acknowledge within 24 hours of receipt.
b) NIR’s received to be recorded in the Daily Incident Log.
c) Advise nominated Fleet staff including on call staff when required.
Dealing with Urgent High-Risk Defects (UHRD) and Safety Related Defects (SRD).
a) All URHD/ SRD reports to be acknowledged on receipt.
b) All relevant parties are advised of the defect outside office hours arrange for the on-call staff to be advised.
c) Where required contact on call property staff when requested to do so by fleet staff or technical office.
d) The details of the UHRD/SRD are recorded in the Daily Incident Log.
Ensure that units requested for PHC are delivered.
a) Units are requested within agreed timescale.
Monitor the plan for the cycling of units required for exterior washing.
a) Ensure that each unit receives an exterior wash every two days.
b) Recording of exterior washes maintained from the Daily Log.
c) All incidents to be fully investigated within the agreed timescales.
d) Reason for accepting / disputing an incident to be recorded in TRUST.
e) If a reason cannot be found on the day.
