Astute's Power team is partnering with a leading facilities management company to recruit a Project Development Manager for its Decarbonisation and Energy division.

The Project Development Manager role comes with a starting salary of up to 90,000 + car allowance + benefits package.

Responsibilities and duties of the Project Development Manager role

Reporting to the Engineering and Design Director you will:

  • Lead project development and stakeholder engagement with clients, regulatory bodies, and supply chain partners, translating technical concepts into accessible language.
  • Manage and support the delivery of decarbonisation projects, including feasibility studies and retrofit implementations.
  • Conduct techno-economic assessments covering a wide range of measures including heat pumps, PV installations, HVAC upgrades, and ECMs (Energy Conservation Methods).
  • Develop costed energy and carbon models aligned with net-zero targets and funding eligibility criteria.
  • Prepare and manage PSDS and other grant applications, ensuring technical and commercial compliance.
  • Provide technical due diligence for proposed building energy improvements and retrofit solutions.
  • Oversee project lifecycles from concept and design through to implementation and post-installation performance evaluation.
  • Advise on planning and heritage constraints, navigating UK planning regulations effectively.
  • Use advanced energy modelling tools to forecast performance and verify savings.
  • Lead risk assessments and ensure compliance with safety, planning, and operational standards.


Professional qualifications
We are looking for someone with the following:

  • Bachelor's degree (BSc/BEng) in Engineering, Energy, Sustainability, or a related discipline.
  • Certified Performance Measurement & Verification Analyst (PMVA).
  • Proven experience managing decarbonisation projects under frameworks like PSDS and Refit.
  • Strong technical skills in energy modelling tools (e.g., Energy Pro, PVsol, Excel modelling).
  • In-depth knowledge of UK energy regulations, planning laws, heritage requirements, and funding mechanisms.
  • Ability to manage multiple stakeholders and projects across both public and private sector clients.
  • Demonstrated expertise in developing business cases and securing funding for carbon reduction projects.
