We're looking for a strategic and commercially astute Service Lead for the Commercial Portfolio to oversee and optimise a diverse portfolio of council-owned commercial assets.

The Role: As Service Lead, you will take ownership of the Council's Commercial Property Investment Portfolio, leading its strategic development, ensuring financial performance, and guiding a team of specialists.

You'll lead on the creation and implementation of the Commercial Portfolio Investment Strategy, deliver annual business plans, and report on key performance metrics. You'll also manage major lease transactions, advise on redevelopment opportunities, and help attract inward investment to the borough.

Key Responsibilities:

  • Lead and deliver the Council's Commercial Portfolio Investment Strategy, including acquisitions, disposals, lease re-gears, and asset management.

  • Advise senior stakeholders and members on investment decisions, asset performance and manage and mentor a team of property specialists across estates, lease management, and valuation.

  • Oversee all commercial property transactions including rent reviews, lease renewals, and re-configurations.

  • Deliver annual asset valuations and ensure compliance with RICS guidance and other relevant regulations.

  • Build strong relationships with tenants, stakeholders, external consultants, and strategic partners.

  • Provide insight into market trends, legislative changes, and opportunities for income enhancement.

  • Prepare and present business cases, reports to Cabinet, and investment proposals to the Property Investment Panel and ensure efficient use of assets through review and rationalisation, supporting wider council transformation goals.

About you:

  • RICS qualified (or equivalent experience in public sector/commercial property leadership).

  • Proven experience in managing large-scale, income-generating property portfolios and strong understanding of leasehold and investment asset management.

  • Commercially focused with a track record of delivering income growth and asset value enhancement and excellent knowledge of relevant legislation, valuation standards, and public sector governance.
