About the Role
We are seeking a dynamic and forward-thinking Commissioning Manager to join our Children's Care and Support Commissioning Team. This role plays a vital part in shaping innovative commissioning and care models that improve outcomes for children, young people and families across the borough.
As a key member of the team, you will support the development and delivery of outcomes-based commissioning, working across areas such as SEND, early years, transport, brokerage, looked-after children and care leavers. You will help us create meaningful, value-for-money services in a challenging and evolving market.
Key Responsibilities
Strategy & Commissioning
- Develop, implement and review commissioning strategies aligned to Council, departmental and national requirements.
- Lead and facilitate strategic groups that set priorities for service commissioning.
- Work in partnership with health colleagues, voluntary sector partners and internal teams to deliver integrated commissioning.
- Maintain a strong understanding of local needs, identifying gaps and shaping future services accordingly.
- Ensure commissioned services are outcome-focused and deliver excellent value for money.
- Lead strategic service reviews to develop and implement effective service models and pathways.
Service Development & Delivery
- Take ownership of commissioning activity within allocated service areas, using negotiation, procurement and partnership approaches.
- Produce robust service specifications and service level agreements.
- Monitor and review the implementation of commissioning plans, adjusting strategies in line with best practice and emerging priorities.
- Champion personalisation and prevention, supporting access to universal and preventative services.
Partnerships & Collaboration
- Build strong partnerships with providers, health services, community organisations, carers and service users.
- Engage service users and carers in planning, evaluation and tender processes.
- Support joint commissioning and integrated funding approaches.
Financial & Project Management
- Contribute to effective budget management and value-for-money initiatives.
- Co-ordinate funding bids to develop new and innovative services.
- Lead projects and programmes, ensuring delivery of outcomes on time and within budget.
Teamwork & Leadership
- Foster effective teamwork and support staff through coaching, training and development.
- Act as a visible and collaborative member of the Care and Support Commissioning Unit.

Person Specification
- Proven experience in strategic direction-setting.
- Experience in contracting or managing contracts.
- Strong track record in Social Care or Health Commissioning.
- Experience developing innovative services and commissioning plans.
- Knowledge of commissioning priorities and experience managing or influencing large budgets.
- Experience with financial modelling and planning.
Skills & Knowledge
- Strong project management and performance management skills.
- Excellent written, verbal and presentation skills.
- Ability to analyse complex information and produce professional reports.
- Ability to work strategically, manage change and handle competing priorities.
- Skilled in developing funding applications.
- Able to build effective relationships with providers, partners and stakeholders.
- Skilled in communicating complex information through various media.
