Our client is currently seeking a Programme Manager with expertise in transportation and highway projects. This contract role is focused on leading major infrastructure programmes that enhance inclusive growth, regeneration, and climate action within the city, supporting the Local Transport Plan update.



Key Responsibilities:

  • Programme Delivery: Lead the delivery of strategic infrastructure programmes, ensuring all projects meet agreed milestones, stay on budget, and deliver measurable outcomes for the city.
  • Capital Budget Management: Develop, manage, and monitor capital budgets for infrastructure projects, ensuring effective use of resources and clear financial reporting throughout the programme lifecycle.
  • Integrated Delivery: Coordinate across a range of disciplines to ensure infrastructure projects are developed and delivered in a joined-up, efficient manner.
  • Risk and Issue Management: Identify emerging risks early in the programme lifecycle, take prompt action to mitigate them, and escalate issues as necessary to maintain delivery confidence.
  • Programme Planning: Maintain detailed and accurate programme plans, risk registers, and dashboards, ensuring interdependencies between projects are well understood and managed.
  • Stakeholder Engagement: Build strong working relationships with internal services, external delivery partners, and relevant authorities to support coordinated delivery.
  • Governance and Reporting: Ensure effective governance arrangements are in place, providing timely, clear reporting and recommendations to senior officers, elected members, and funding bodies.
  • Funding and Investment: Support the development of business cases and funding bids, ensuring strong financial planning is incorporated into all programme stages.


This role will include involvement in:

  • Day-to-day management of the infrastructure programmes, taking the programme forward from the appointment of technical teams to delivery.
  • Acting as the day-to-day lead on behalf of the Senior Responsible Officer (SRO), ensuring successful delivery of the infrastructure programmes.
  • Planning and designing the programmes, proactively monitoring their overall progress, resolving issues, and maintaining accurate programme plans, risk registers, and dashboards.
  • Developing coordination across the full range of infrastructure programmes to ensure projects are developed and delivered in an efficient, joined-up manner, including managing interdependencies.
  • Implementing the programme's governance framework, ensuring timely, clear reporting and making recommendations to senior officers, elected members, and funding bodies.
  • Managing and resolving risks and issues across the full range of infrastructure programmes, taking prompt and decisive action to mitigate identified risks.
  • Maintaining the overall integrity and coherence of the programme, developing and maintaining an environment to support each individual project.
