Recruit 121 is excited to be working exclusively with an award winning client who are looking to recruit a Carbon and Net Zero Manager. This is a hybrid role, minimum of 2 days a week in the office, Tuesdays must be in Briton Ferry office. Other day can be in any of their other offices in South Wales.

Purpose of the role-

To lead and manage the carbon strategy for the Agent by developing a programme that will reduce the agent's energy use and carbon footprint and implement sustainable methods of managing the portfolio of property, fleet and highway assets. To provide expertise and knowledge of the science, policies, technologies and environmental interventions associated with climate change including the international context and evidence base for carbon reduction targets. Monitor key changes in legislation and Welsh Government policy and identify any impacts these may have on the agent’s operations. Collaborate proactively and effectively across service and organisational boundaries and build a strong network of committed stakeholders to deliver the Welsh Government’s carbon reduction targets. To develop business cases, bids and proposals to secure Welsh Government and external funding where possible

Responsibilities

Responsible for developing and monitoring agreed carbon reduction pathways, targets, and report on the organisation's progress towards Net Zero.

Lead on development of the agent's energy management policy.

To lead and deliver the Agent’s decarbonisation programme across the Agent and supply chain ensuring key projects and sustainable working practices are delivered in order to contribute to meeting Welsh Government targets.

Represent the Agent as the lead contact with the Welsh / UK Government over energy, carbon, water and net-zero policy and delivery.

Establish a net zero culture across all Agent teams, utilising technical and innovative solutions to bring together a strategy for the Agent to reach its ambition of net zero by 2030.

Develop and promote evidence based technical policy, standards and protocols, and provide specialist guidance to enable the agent to develop more sustainable use of the portfolio.

Act as the agent's lead specialist and technical advisor for the in matters relating to energy efficiency and carbon reduction.

Act as the agent’s lead specialist and technical advisor in the implementation of PAS2080 both within the Agent and within the Public and Private sector supply chains.

To provide Strategic Management to Fleet and Property sections and guide in the implementation of forward programmes of work.

To explore ways of generating income for the implementation of climate change projects

Work Experience

Essential

Significant experience at management level of leading, developing and delivering high-performing projects, teams and complex operations in a relevant field

Development and implementation of a range of energy and carbon management projects, preparing successful business cases to secure internal and external funding, managing specific energy efficiency work programmes and preparing risk assessments in line with agreed targets and plans

Demonstrable experience of managing carbon appraisals, audits, surveys, feasibility studies, corporate carbon reporting (energy and carbon metrics), life-cycle assessments, renewable/low carbon technologies

Experience in carbon accounting, analysis and interpretation of datasets, and use of data visualisation tools to enable the reporting of complex information to strategic leaders and decision makers

Strategy, policy and procedural development and implementation through deliverable programmes, campaigns and activity

Evidence of effective collaboration and partnership working with external stakeholders that deliver outcomes and agreed milestones. Demonstrating the ability to influence, motivate and nurture productive relationships

Provide technical advice on energy legislation, policy, and operating procedures to support corporate carbon targets.

Desirable

Procurement and contract management experience, demonstrating strong analytical, problem solving and decision-making skills

Experience of successfully delivering projects on time and within budget in a changing and challenging financial context

Person Specification Knowledge

Essential - Good working knowledge of the case for climate change mitigation and adaptation, and an ability to communicate this effectively to diverse stakeholders

Detailed knowledge of carbon management, the energy sector, renewable energy and energy efficiencies within discrete projects and at scale

In depth understanding of approaches and measures that can be evidenced to reduce the environmental impact of the agent through a sustained shift in its carbon footprint

Education and training

Essential-Degree or equivalent in a relevant technical field

Membership of relevant professional body

General skills/abilities

Essential -Strong organisational and project management skills, with the ability to achieve results for multiple, simultaneous projects with competing demands

Excellent ICT abilities and a good working knowledge of new technologies, ability to use multiple systems and software applications
