Strategic Procurement Officer

Reading or Havant (1 day per week onsite) - Hybrid working

6 Month Contract

£550/day inside IR35

We are working with a leading utilities client seeking a commercially astute and experienced Strategic Procurement Officer to support their IT procurement function on a 6-month contract. This role is pivotal in sourcing and renewing IT services, hardware, software, and SaaS (Cloud) solutions, ensuring compliance with internal policies and external legislation, including UK Procurement Law where applicable.

You'll collaborate with Category Managers and business stakeholders to develop and execute sourcing strategies that deliver value, reduce risk, and ensure robust contractual protections.

Key Responsibilities

  • Source and manage the procurement of IT Services, Hardware, Software (including support renewals), and SaaS (Cloud).
  • Develop and deliver strategic plans for software and support renewals, identifying opportunities to optimise commercial value and deliver savings.
  • Lead negotiations and contract drafting, ensuring the lowest total cost of ownership and strong risk mitigation provisions.
  • Collaborate with Category Managers and internal stakeholders to shape sourcing strategies aligned with business needs.
  • Ensure compliance with internal procurement policies and relevant UK legislation.
  • Support supplier relationship and performance management activities.
  • Drive continuous improvement and efficiency in procurement processes and systems.
  • Work across multiple procurement platforms and tools, including Oracle, Jaggaer Bravo!, and Achilles UVDB (or similar).
  • Engage with Tier 1 technology partners-experience with Microsoft and Oracle is preferred.
  • Influence stakeholders and manage expectations across business units.
  • Provide clear reporting and insights to support strategic decision-making.

Your Skills and Experience

  • Strong experience in IT procurement, including software renewals and cloud-based services.
  • Broad knowledge of IT markets, supplier ecosystems, and procurement best practices.
  • Familiarity with UK Procurement Legislation
  • Proven ability to draft and negotiate IT contracts with tailored terms and long-term protections.
  • Experience using procurement systems such as Oracle, Jaggaer Bravo!, and Achilles UVDB (or similar).
  • Excellent stakeholder management skills with the ability to influence and challenge constructively.
  • Strong commercial acumen, analytical thinking, and attention to detail.
  • Target-driven, self-motivated, and confident working independently in a fast-paced environment.
  • Excellent communication, negotiation, and contract drafting skills.
