About the role

Rugby Borough Council is seeking a highly motivated and skilled Systems Development Officer to join the IT and Digital Services Team. This role forms part of a dedicated team delivering service activities in accordance with departmental standards, guidelines, delivery frameworks and established operating practices.

Key responsibilities include:

  • Providing specialist advice, technical support and guidance to internal users to resolve systems-related queries and ensure the smooth operation of council systems.
  • Delivering training and support to Service Areas and digital champions to promote digital literacy, capability and confidence across the organisation.
  • Undertaking full lifecycle project activities including system design, testing, deployment, documentation and ongoing maintenance.
  • Supporting procurement and supplier management activities, ensuring compliance with procurement frameworks, contractual obligations and licensing requirements.
  • Some flexible working and occasional out-of-hours work will be required.

About you

The post holder will apply their project, business, analytical and technical skills to lead and support a variety of system-based projects across the organisation. Working in close collaboration with colleagues, system owners, users and external partners, the role is responsible for the development, implementation, deployment and support of systems that enable efficient and effective council operations

The successful applicant will possess strong technical expertise across system development, integration, database management and programming languages. They will have experience in working with non-technical stakeholders to translate business requirements into effective technical solutions and possess excellent problem-solving, communication and interpersonal skills.
