Overview of the role:

The E&M Manager will act as the allocated sites Appointed Person E&M for EC&I matters, in line with business, client and legislative requirements. Providing leadership and management of the allocated sites philosophy, strategy, actions, results and compliance during all operational states.

Successfully lead / support, direct, organise and oversee the various site E&M Departments, along with company’s maintenance support team, ensuring personnel are fit for work, competent in completing their job role responsibilities and the requirements of the companies operating standards and compliance with legislative requirements.

Duties are but not limited to:

• Manage the EC&I department to ensure support is given to Operational sites as required for plant issues and project work.

• In line with the companies standard be the allocated sites Appointed Person E&M, ensuring the following requirements are met:

• All E&M processes and systems are in place for identifying and managing engineering risk and use the company operating system (COS) as best practice. Ensure their effective communication, understanding and monitoring by all department employees and personnel required to complete E&M tasks at the allocated sites.

• Provide appropriate guidance and support for all major engineering and maintenance events at allocated sites including outage and plant shut down, unplanned and planned events and incidents. Provide leadership regarding investigations, processes, procedural actions and communications during technical reviews.

• Ensure the controlled development, application and monitoring of site technical specifications, E&M policies and procedures appropriate to the allocated sites throughout their lifecycles.

• Support the allocated sites E&M Departments and other assigned personnel ensuring they meet the company’s operating standards. Support their supervision, development, welfare and engineering capability and competency in discipline areas and their ability to address technical requirements ensuring standard implementation.

• Set/agree engineer’s personal objectives and conduct performance appraisals to develop and manage the E&M team consistent with achieving applicable business KPI’s. Support the applicable site management teams for input into the local site teams objectives and performance requirements.

• Understand the HSE principles of maintaining an COMAH site (where applicable) and the requirements of the COMAH MAPP and COMAH Safety Report. Be fully conversant with the COMAH delivery guides in all aspects relating to engineering and maintenance.

• Understand and have knowledge of Cyber Security principles, IACS and NIS Regulations.

• Conduct disciplinary hearings for direct staff as agreed with the applicable Plant Manager and Human Resources.

• Regularly review department process and procedures to ensure Department Engineers and Technicians meet the site engineering standard’s requirements, identify, and implement a plan to rectify deficiencies or gaps.

• Approve the maintenance programme of work for submission into the Annual Operating Plan (site budget) ensuring correct testing and maintenance is completed, and assigned budgets are managed responsibly. Ensure the actual cost of maintaining the plant during a financial year is in-line with the AOP budget.

• Develop and maintain a Computerised Maintenance Management System (CMMS) for the list of equipment items to be tested, inspected, and maintained (inc. safety critical equipment).

• Ensure the processes for designing and constructing new facilities and modifying existing ones, meet the requirements of the relevant industry standards.

• Complete and review auditing of engineering procedures and systems to maintain a process of continuous improvement.

• Ensure opportunities to learn from experience are fully exploited and shared with the relevant teams.

• Provide technical support to maintenance and operational staff.

• Deliver actions as identified in the various site processes ('Integrated Risk Assessment’, 'Engineering Review’, Management of Change, etc.), where applicable.

• Assist in resolving plant problems outside the capability of the site based maintenance team.

• Ensure specialist contracts are appropriate and effectively managed.

• Support client managed projects, as required / agreed ensuring changes are adequately documented and verify that changes to facilities and equipment are accurately recorded and kept up to date on drawings and data retrieval systems.

• Support and provide contributions to relevant cross-site forums, sharing information across these forums and at sites.

• To be fully conversant with company’s Safe Working Practices and following relevant training.

To be considered for the role you will have:

  • Degree in a relevant engineering discipline
  • Relevant experience in the process, fuel terminal, refinery or power generation environment, including;
  • Relevant experience of successful people management, motivation and development.
  • Working cross functionally delivering policies, initiatives & compliance with company & legislative requirements.
  • Experience of working in & contributing to 24/7 operational environment.
  • Building & maintaining effective relationships with external customers & contractors.
  • Experience of working on projects with associated project controls.
  • Experience of managing budgets, KPIs and development of Revenue and capital papers to secure funding.
  • Knowledge & application of:
  • SHE systems, ensuring compliance, risk & improvement, safe systems of work
