Applicants must be / have experience of the following:

- Proven experience operating as a Programme Controls Lead (or equivalent senior controls role) on a Government Major Project on the GMPP.
- Strong working knowledge of programme assurance frameworks, risk management standards, and control processes across the full lifecycle.
- Demonstrated ability to apply GMPP/NISTA standards, including Gateway Reviews, IAAPs, and Treasury investment processes.
- Exceptional organisational and communication skills, with the ability to influence senior stakeholders and present complex information clearly.
- Hands-on capability - willing to roll sleeves up while also thinking strategically.

Ideally, applicants will also be / have:

- APM, MoP, MSP, or Risk-related certification.
- Experience delivering within scientific, infrastructure, or highly technical programmes.
- Familiarity with working in or alongside arms-length bodies or departmental sponsors.

Role information:

Responsibilities

* Lead the setup, integration and ongoing management of programme controls across:
o Governance frameworks and board support
o Risk and opportunity management
o Assurance planning and delivery coordination
o Integrated reporting and change control
o Dependency and interface management
* Act as the primary liaison for programme controls with internal and external governance bodies.
* Ensure the programme maintains compliance with GMPP requirements and good practice, including IAAP, Orange Book alignment, and periodic Gateway/IPA reviews.
* Establish fit-for-purpose reporting and performance frameworks that drive action and enable clear oversight.
* Support the development and evolution of the programme Integrated Master Schedule (IMS)
* Champion a risk-aware culture, ensuring threat and opportunity are captured, owned and acted upon at all levels of the programme.
* Coordinate and quality-assure assurance review preparations and follow-up actions (e.g. Gateway Reviews, Deep Dives)
