The Role
The main purpose of this position is to lead the end-to-end monthly payroll service, ensuring the payroll cycle is delivered accurately, on time, and in full compliance with public sector policies and statutory obligations.

Key responsibilities include:

  • Overseeing payroll compliance checks to ensure accuracy, timeliness, and full adherence to legislative and organisational requirements.

  • Managing statutory submissions to HMRC, pension schemes, and other regulatory bodies.

  • Acting as the organisation's subject matter expert for payroll data analysis within Oracle HCM systems.

  • Contributing to the design, configuration, and continuous improvement of payroll processes to support efficiency, transparency, and value for money across the public sector environment.

The Person
We are seeking a proactive and reliable payroll professional with strong technical capability and a keen eye for detail.

The ideal candidate will have:

  • Experience with Oracle Cloud HCM and payroll configuration (advantageous).

  • High levels of integrity, professionalism, and discretion when handling sensitive data.

  • Strong understanding of payroll legislation, ideally within local government or another complex public sector setting.

  • Excellent numerical, analytical, and problem-solving skills.

  • The ability to remain calm, organised, and focused under pressure-especially during payroll deadlines.

  • A commitment to accuracy, compliance excellence, and continuous improvement.
