Marks Consulting Partners are currently looking for a Health and Safety Advisor to work with one of our Local Authority clients in Hampshire.

What the job will be doing

  • Providing expert health and safety advice across the council’s residential housing portfolio.
  • Reviewing and actioning Fire Risk Assessments (FRAs), Asbestos Management Plans, and other statutory safety documentation.
  • Conducting site audits and inspections to identify risks, non-compliance, and improvement areas.
  • Supporting the development and implementation of H&S policies, procedures, and safe systems of work.
  • Coordinating and monitoring the remediation of safety hazards in occupied and void properties.
  • Advising on contractor compliance and reviewing risk assessments, method statements (RAMS), and permits to work.
  • Maintaining accurate records and ensuring timely reporting of incidents, near misses, and compliance metrics.
  • Liaising with internal teams and external bodies such as the HSE, fire authority, and consultants.

What you will need

  • Strong experience working in a health and safety advisory role within a local authority, housing association, or residential property environment.
  • Solid knowledge of housing-related legislation and compliance frameworks, including CDM 2015, Fire Safety Order, HHSRS, and Asbestos Regulations.
  • Confidence in delivering training, briefings, and H&S updates to non-specialist staff and contractors.
  • Practical experience conducting inspections, audits, and writing clear, actionable reports.
  • Excellent communication and interpersonal skills, with the ability to influence and support various stakeholders.

Qualifications

  • NEBOSH General Certificate in Occupational Health and Safety (minimum requirement).
  • Membership of IOSH or equivalent professional body (TechIOSH or above preferred).
  • Fire safety, asbestos awareness, or CDM-related training and qualifications are desirable.
  • Full UK Driving Licence and access to a vehicle (if site travel is required).
