The Manager of Comprehensive Career Services provides leadership, oversight, and continuous quality improvement for Cape Abilities' Comprehensive Career Services program, including both Employment Services and Transition Services funded through MassAbility. The Manager is responsible for ensuring high-quality, person-centered services that prepare individuals with disabilities for competitive integrated employment while maintaining compliance with all contract requirements and performance measures.

The Manager supervises Employment Services and Transition Services staff, oversees referrals and service delivery, develops employer and community partnerships, monitors program outcomes, and serves as the primary liaison with MassAbility.


Essential Responsibilities

Program Leadership

路 Provide day-to-day leadership of Comprehensive Career Services.

路 Ensure services align with MassAbility requirements and evidence-based employment practices.

路 Develop and implement program policies and procedures.

路 Monitor contract compliance, quality assurance, and performance outcomes.

路 Lead continuous quality improvement initiatives.

Employment Services Oversight

Oversee delivery of:

路 Job Development & Placement

路 Job Search Supports

路 Work Experiences

路 Job Coaching

Ensure services remain individualized, person-centered, and outcome-focused.


Transition Services Oversight

Provide supervision and strategic oversight of:

路 Youth Career Camps

路 Single-topic Transition Trainings

路 Work-Based Learning Experiences

Support implementation of all required Workforce Innovation and Opportunity Act (WIOA) Pre-Employment Transition Services.

路 Lead Transition Services Specialist in Marketing and recruitment of job-seekers.

Staff Supervision

Supervise:

路 Transition Services Specialist, Employment Specialist and job coaches working with people on MassAbility contracts.

Responsibilities include:

Referral & Service Coordination

路 Oversee referral intake and assignment.

路 Collaborate with MassAbility Counselors and Job Placement Specialists.

路 Participate in Integrated Resource Team meetings.

路 Ensure timely initiation of services.

路 Monitor participant engagement and retention.


Employer & Community Partnerships

路 Develop and maintain partnerships with businesses, chambers of commerce, workforce organizations, schools, community agencies and state agencies.

路 Expand opportunities for competitive integrated employment and work-based learning.


Performance & Compliance

Monitor:

路 Service utilization

路 Referral response times

路 Employment outcomes

路 30-day and 90-day retention

路 Participant satisfaction

路 Provider Portal documentation

路 Billing and reporting accuracy

Prepare required reports for MassAbility and agency leadership.


Family & Stakeholder Engagement

Promote meaningful family involvement while encouraging participant choice and self-determination.

PREPARATION, KNOWLEDGE, SKILLS & ABILITIES

路 Bachelor's degree in Rehabilitation Counseling, Human Services, Special Education, Business, Social Work or related field (Master's preferred)

路 Minimum five years of progressively responsible experience in vocational rehabilitation, workforce development, transition services or employment services

路 Supervisory experience preferred

路 Proficiency in Microsoft Office and electronic data management systems, including spreadsheet skills, with the ability to monitor contract performance, track outcomes, prepare reports, and ensure accurate documentation and compliance with funding requirements.

路 Knowledge of WIOA, Vocational Rehabilitation, Competitive Integrated Employment and disability employment best practices

路 Excellent organizational, leadership and relationship-building skills


SUPERVISORY RESPONSIBILITY

路 Supervises the work of Transition Specialist and Employment Specialist.
