Construction Inspector I, II, III, or IV- Beaumont Area Office

Construction Inspector I and II: 

Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and/or complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform materials tests and manufacturing process inspections at fabrication sites. Employees at this level follow standard practices that do not require frequent supervision of details.

Construction Inspector III: 

inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and/or complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Trains others. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform material tests and manufacturing process inspections at fabrication sites. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Construction Inspector IV:

Oversees inspection of construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications, acts as a consultant regarding work progress and problem resolution. OR Oversees statewide oversight activities for construction projects, acts as a consultant regarding work progress and problem resolution and/or provides statewide technical assistance and training in support of implementation, oversight and review of SiteManager activities. Trains others. May lead the work of professional and technical employees. Responsible to a licensed professional engineer who has full authority for final approval of all engineering-related work. May perform material tests/manufacturing process inspections at fabrication sites. Work requires contact with other governmental agencies and private entities] to include contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product. 

Essential Duties:

Construction Inspector I: 

• Attends pre-construction meetings, and answers questions from contractors and other attendees. 
• Calculates payments due contractors for work completed. 
• Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards, inspects barricades as required moves traffic control devices and barricades. 
• Observes and inspects ongoing construction work. 
• Resolves differences interpretation of plans and specifications. 
• Documents work progress and issues arising throughout scope of project. 
• Performs other job responsibilities as assigned.

Construction Inspector II:

Same duties as level I plus: 

• Handles problem calls from producers, suppliers, inspectors and construction project field personnel. 
• Ensures adequate level of equipment and material are assigned to projects: ensure material tests are preformed and materials meet required standards. 
• Ensure contractors build roadways, bridges and related highway structures and airport improvements in accordance with plans and specifications. 
• Performs other job responsibilities as assigned.

Construction Inspector III:

Same duties as level I and II plus:

• Ensures prompt notification and repair of any deterioration or damage that could be hazardous to the traveling public or more costly to repair if neglected. 

• Prepares and reviews correspondence. 

   

   

Construction Inspector IV:

Same duties as I, II, and III plus:

• Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others. 
• Resolves differences in interpretation of plans and specifications. 
• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: 

Construction Inspector I-IV: High School Grad or Equivalent in general high school studies.

Experience: 

Construction Inspector I: No experience required. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Construction Inspector II: 1 year construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. Experience can be satisfied by fulltime or prorated parttime equivalent)

Construction Inspector III: 2 years construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. Experience can be satisfied by fulltime or prorated parttime equivalent

Construction Inspector IV: 3 years construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. Experience can be satisfied by fulltime or prorated parttime equivalen

Licenses and Certifications: 

Valid driver’s license. This position requires driving a state vehicle.

Construction Inspector I:

Construction Inspector II:

• The Texas Manual on Uniform Traffic Control Devices 
• Using computers, applicable programs, applications, and systems. -
• Reading and interpreting applicable plans, schematics, blueprints and maps -

Construction Inspector III: 

• Construction engineering policies and procedures 
• Applicable inspection methods, procedures and techniques

Physical Requirements and Working Conditions:

Construction Inspector I - IV:

• Subject to environmental conditions; protection from weather but not temperature changes
• Subject to inside and outside environmental conditions -
• Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
• Subject to noise and vibration 
• Required to wear protective gear-respirator, hard hat, or other device
