Director of Operations

Oversees at least two of the following district functions:maintenance and/or transportation operations. Reports to the District Engineer or the Deputy District Engineer. Manages a group of professional, technical, and clerical employees. Work involves directing building and grounds maintenance; programming of building projects; implementing hazardous materials/waste procedures; overseeing photo logging of roads; overseeing the equipment Shop; and overseeing the utility and/or driveway permit program. Work requires contact with governmental officials and the public. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

• Acts as liaison with the Federal Highway Administration, divisions and special offices concerning traffic operations, contracts, maintenance and/or traffic safety projects. 
• Coordinates with the district Transportation Planning and Programming Section on schematics, to include capacity and level of service studies.

• Develops and monitors construction, maintenance and transportation operations budgets and related programs.

   

• Oversees maintenance traffic control coordination for the district; periodically reviews traffic control devices on projects with Area Engineers; reviews in-house and consultant traffic control plans and traffic projects.
• Oversees contracts, issuance of work orders, traffic and/or maintenance and projects. 
• Oversees the Community Traffic Safety Programs and the preparation of the District Highway Safety Plan.
• Oversees the design, installation, maintenance and repair of all traffic signals, radios, railroad crossing equipment, center striping, traffic management system, etc., including writing, negotiating and monitoring contracts. 
• Oversees the development of Plans, Specifications and Estimates for traffic projects. 
• Oversees traffic engineering studies and warranting of traffic signals and speed zones. 
• Recommends preventive maintenance and rehabilitation programs to the Director of the Transportation Planning and Programming Division.
• Represents the district at various meetings and/or serves on various committees, workgroups and teams. 
• Responsible for the development, preparation, letting and administration of district maintenance contracts; monitors maintenance contracting levels to meet legislative requirements; oversees all special maintenance jobs.
• Verifies contractors' compliance with federal requirements for EEO and the on-the-job training, Disadvantaged Business Enterprise and Small Business Enterprise programs. 
• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: 

Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 

• 7 years transportation engineering in construction, maintenance or transportation operations. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

• Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for
  supervisory/managerial experience.

Licenses and Certifications:

• Valid driver’s license. This position requires driving a state vehicle.

• Licensed Prof Engineer*

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions:

• Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools 
• Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs 
• Standing-prolonged periods of time 
• Repetitive Motion-substantial movements of the wrists, hands, and/or fingers 
• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
