Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.
Essential Duties:
Transportation Engineer II:
Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation
Assists in developing and/or monitoring budgets.
Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
Develops design and project development reports, surveys and correspondence.
Negotiates fees, explains scope of work and monitors consultant design contracts.
Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
Performs complex planning work such as plan review, calculations and assisting in transportation planning studies.
Represents the district/division at technical meetings and public hearings at local, state, federal and/or international levels.
Assists Project Managers related to resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives.
Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project's impact on adjacent properties.
Schedules, coordinates and prepares documents for public hearings.

Transportation Engineer III:Â
Analyzes and reports on complex program funding change scenarios and their impact to individual project schedules.
Analyzes schedule trends, determines risks and recommends options to management for corrective action for complex projects.
Assists Project Managers to establish realistic and achievable schedule baselines for complex projects.
Develops plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.
Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
Performs advanced and complex planning work such as plan review, calculations and transportation planning studies.
Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.

Transportation Engineer IV:
Coordinates and/or monitors consultant contracts related projects.
Interprets laws, rules, and regulations pertaining to professional services contracting to ensure compliance with Department and governmental regulations.
Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
Oversees the processing and review of consultant selection documentation, contracts, and related documents through execution.
Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
Performs highly advanced and complex planning work such as plan review, calculations and transportation planning studies.
Serves as a project manager overseeing consultants performing advanced and complex engineering work.
Performs other job responsibilities as assigned.

Minimum Qualifications:
Education:Â
Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:Â
5 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications:
Valid driver’s license. This position requires driving a state vehicle.
Licensed Prof Engineer*
If performing underwater bridge inspections: Must have Open Water Diver certification.
For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.Â
*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
