Job Description

OCTA is seeking a Procurement Manager to lead and manage the agency’s acquisition of goods and services while overseeing procurement staff who support multiple business units. This role ensures compliance with federal, state, and funding-agency procurement requirements; maintains procurement policies and quality standards; supports DBE and small business goals; and provides leadership and development for procurement personnel. The Procurement Manager serves as a key resource on procurement regulations, best practices, and agency-wide procurement strategies.

This is an exempt position in Salary Grade ­235: Min $131,123.20 – Mid $156,644.80 – Max $182,145.60 annually. The starting salary will be within this range based on qualifications.

The position will remain open until a candidate has been selected.

What You’ll Do

  • Oversee agency-wide procurement activities to ensure efficient, compliant, and transparent acquisition of goods and services.

  •  Ensure adherence to federal, state, and funding-agency regulations, including ongoing updates to procurement policies and practices.

  • Provide leadership, training, and performance management for procurement staff to support workload balance and professional development.

  • Conduct procurement quality assurance reviews and implement improvements that strengthen compliance and operational effectiveness.

  • Support DBE and small business goals by ensuring procurement strategies align with agency equity and participation objectives.

  • Maintain strong communication and collaboration with internal departments to support agency needs and procurement planning.

What We’re Looking For

  • Bachelor’s degree in Business Administration or a related field (or equivalent combination of education and experience).

  • Minimum of six years of experience in procurement and contracts.

  • At least three years of previous management experience preferred.

  • Strong technical expertise in procurement regulations, compliance requirements, and best practices.

  • Demonstrated leadership, analytical, and communication skills with the ability to develop staff and collaborate across departments.
