We are seeking an experienced HR Manager to join our busy team, overseeing all aspects of HR casework for approximately 700 employees across various departments including Libraries, Legal, Finance, Marketing, Policy, and Property. This role is crucial for someone with a strong background in public sector environments, ideally with experience working with trade unions and multi-disciplinary teams.

Day-to-day of the role:
  • Provide strategic HR advisory services across the department, supporting both management and employees with procedures, employment law, and government initiatives.
  • Lead the HR/OD elements of cross-cutting projects and regional initiatives, actively contributing to project groups.
  • Manage complex HR casework, including disciplinary, redundancy, and grievance appeals involving elected members.
  • Develop and deliver HR strategy training to managers, enabling effective staff management within their services.
  • Oversee recruitment campaigns and support processes for senior positions.
  • Maintain regular engagement with trade union representatives to ensure smooth employment relations.
  • Lead on wellbeing initiatives, including Occupational Health and safety measures.
Required Skills & Qualifications:
  • Proven experience as an HR Manager, particularly in a public sector or local government setting.
  • Strong knowledge of employment law, local government conditions of service, and strategic HR management.
  • Excellent communication skills, capable of effectively presenting and training at various organizational levels.
  • Experience in managing and developing HR staff and leading complex HR projects.
  • Recognised HR qualification or relevant degree.
