Overview
To provide administrative and operational support within Integrated Project Controls (IPC) to a Programme or Area within the HPC Project. Working under the direction and leadership of the Project Controls Manager (PCM) or delegate, the Project Controls Engineer (PCE) will implement and use Integrated Project Controls processes as directed by the relevant Subject Matter Expert (SME). Further, the PCE will work with the wider IPC Team to provide an effective and transparent Integrated Project Controls service.

• Other Project Controls Disciplines (Cost, Estimating, Scheduling, Risk, Performance Measurement & Analysis)
• Programme Director
• Project & Programme Managers
• Risk Working Group
• Programme Risk meeting
• Supply Chain Function
• Supply Chain Partners (Tier 1)
• Finance Function.

Prinicpal Accountabilities:
• General: Provide data to the PCM to help define the progress and performance of the Programme, including control of work against schedule and budget
• General: Co-ordinate Project Controls activities across the Programme, including cost, schedule and Risk & Opportunity management
• Reporting: Administer the timely and focussed reporting of progress and performance of the Project to key stakeholders, to a defined reporting cycle
• Scheduling: Provide operational support with maintaining the accuracy of the baseline Integrated Work Schedule (IWS)
• Scheduling: Undertake initial analysis, review and acceptance of contractor schedules
• Cost: Accurately maintain cost data for the Programme within the financial control system (EcoSys), including monthly Actual Cost of Work Performed (ACWP) calculations
• Cost: Assist with the production and maintenance of accurate cost and cash forecasts in alignment with the Cost Breakdown Structure (CBS)
• Cost: Provide timely assistance with the accurate assessment of the Estimate At Completion (EAC)
• Risk: Help identify and assess risks, opportunities, trends and changes within the Programme, including associated schedule and cost impact
• Risk: Document and administer the accurate representation of approved changes within the Programme budgets and schedules
• Risk: Provide administrative support to the delivery of QSRA and QCRA to inform the baseline IWS and AFC
• Performance: Adhere to earned value techniques and indices ensuring correct implementation
• General: Adhere to Project governance and Integrated Project Controls standards and procedures
• General: Ensure all Project documents, in particular Sensitive Nuclear Information, are correctly protectively marked, and protected in accordance with EDF policies and procedures.

Knowledge & Skills
Essential:
• Knowledge of Integrated Project Controls disciplines, in particular Cost, Risk and Scheduling
• Understanding of Project Controls methodologies, techniques and processes for programme and project management in a major infrastructure environment
• Ability to understand and use Project Controls management software
• Ability to understand and interpret complex Project Controls data
• Ability to create concise narrative to support project reporting
• Technical and practical comprehension of engineering, procurement and construction methods and techniques in a UK context
• Understanding of earned value analysis
• High level of analytical and numerical skills
• Good attention to detail
• High standard of interpersonal skills
• Excellent written and verbal communication skills.

Desirable
• Understanding of earned value analysis
• Understanding of how to produce accurate, complete and fully logic-linked construction plans
• Working knowledge of cost and schedule risk analysis techniques
• Understanding of various contract types, in particular the NEC suite and FIDIC
• Good commercial awareness
• Ability to build relationships both internally and externally
• Working knowledge of French and/or Chinese languages an advantage.

Qualifications & Experience
Essential:
• Proven relevant experience in at least two of the following three Project Controls Disciplines: Cost, Scheduling, and Risk
• Experience in the use of Project Controls software systems, including at least two of the following: scheduling software, ideally Primavera P6 version 7 and above risk management software systems such as ARM, Safran and @risk or cost management software systems such as EcoSys.

Desirable:
• Level 3 Diploma in Project Controls Practice and Techniques
• Minimum of HND or equivalent qualification in Engineering, Construction or other related field
• Degree in Engineering, Construction or other related field
• Professionally qualified with chartered or equivalent status
• Experience of working over the full lifecycle of a project
• Experience on a major construction project
• Experience in the Nuclear sector.

Key Competencies
The jobholder will be expected to have a working level of knowledge of, and to use, the following (or similar equivalent) software tools:

• EcoSys (Cost, Changes, Earned Value Management)
• ARM (Risks, Opportunities, Trends)
• Primavera P6 (Scheduling)

• Microsoft Office software (Excel, Word, PowerPoint)
• Teamcenter (Document Control).
