About Our Client

The Arts Council of Wales is an independent charity established by Royal Charter in 1994. We are the national public body for funding and developing the arts in Wales, with a vision to create a vibrant, creative Wales where the arts are central to the life and well-being of the nation.

The funding (money) we distribute comes from both the Welsh Government and the National Lottery. Most of our funding goes to artists and arts organisations carrying out programmes of work across Wales.

Sometimes we also run our own projects, especially where these explore new areas of arts activity, or help us to persuade other organisations to take an interest in the arts.

Job Description

Lead the Future of Arts in Wales as Our Director of Finance and Business Services!Are you a seasoned financial leader with a passion for the arts? Do you want to shape the future of a flexible, creative sector in Wales? The Arts Council of Wales is seeking a strategic Director of Finance and Business Services to join our Executive Leadership Team in Cardiff.

As the Director of Finance and Business Services, you will:

  • Lead and Innovate:Shape the strategic direction and financial health of the Arts Council, ensuring robust financial stewardship and innovative use of resources.
  • Oversee Key Functions:Manage diverse teams covering Evaluation & Research, Planning, Performance & Compliance, Business Development, Finance & Accounting, Communications, ICT & Infrastructure, and HR.
  • Advocate and Collaborate:Build strong relationships with the Welsh Government, educational institutions, and arts organisations, promoting the value of the arts in Wales.
  • Ensure Compliance:Oversee financial management and control, statutory reporting, and internal and external audits to ensure compliance with regulatory standards.



Principal Responsibilities:

  • Governance and Corporate Management:Work with the Chair and Chief Executive, providing high-level advice and making strategic recommendations.
  • Policy and Strategy Development:Lead the development and implementation of policies in Finance, ICT, HR, and more.
  • Public Accountability:Ensure transparent reporting, robust financial controls, and compliance with all relevant regulations.
  • Pension Trustee:Serve as a Trustee on the Board of the Arts Council Retirement Plan, ensuring effective management and compliance.

The Successful Applicant

Key Qualifications and Skills:



Essential:

  • Qualified Accountant (CIMA/ACA/CIPFA/ACCA) with significant senior management experience in a complex financial environment.
  • Comprehensive understanding of financial management and public sector regulations.
  • Strong leadership, strategic planning, and project management skills.
  • Commitment to equal opportunities and high standards of customer care.
  • Experience of managing Grant Funding/Awards

Desirable:

  • Experience in the arts or charitable sector.
  • Knowledge of pensions legislation and ICT management.
  • Fluency in Welsh (both written and spoken).

What's on Offer

A salary in the range of 66,000 - 84700

  • 30 days annual leave, 2.5 privilege days + All Bank holidays.
