Hours: Full-time, in-office

We are seeking a diligent and experienced Finance Officer to join a local authority team in Conwy for a three-month contract. As a Finance Officer, you will play a pivotal role in managing service expenditure, maintaining accurate record systems, and supporting budget holders with financial monitoring and analysis.

Key Responsibilities:

  • Manage processes related to service expenditure and departmental income.
  • Maintain manual and computerized record systems in compliance with audit requirements.
  • Provide financial monitoring reports and analysis to support budget holders.
  • Process, input, and extract data from finance systems, including preparation of journals.
  • Liaise with private sector providers, authority colleagues, and other agencies to resolve discrepancies in service provision.
  • Resolve issues directed by internal and external stakeholders.
  • Manage finance assistants, ensuring timely and accurate contribution to monthly financial reporting and overseeing their welfare, training, and development.
  • Raise external invoices and internal recharges as required.
  • Share responsibility for the control of cash handling and reconciliation, including petty cash accounts.

Knowledge & Skills:

  • Significant experience in a similar role within a large organisation.
  • Working knowledge of accounting regulations and standards.
  • Practical experience with computerised accounting systems and procedures.
  • Proficiency in Microsoft Office packages (Word, Excel, Access, Outlook, Visio) and computer literacy.
  • Attention to accuracy and detail.
  • Ability to plan, prioritise workload, and meet deadlines independently.
  • Strong analytical skills and understanding of relevant legislation in social service provision.
  • Ability to work effectively within a team and follow complex instructions to solve problems.
