As the Interim Capital Programme Contract Manager, you will be responsible for delivering Housing Capital Programme contracts to achieve the objectives, targets, and priorities of the Council while ensuring compliance with statutory regulations. The role entails managing approximately £20 million per annum of spend on a variety of improvement projects to the council's landlord properties within the Housing Revenue Account (HRA). You will oversee a range of projects, including retrofit, compliance, and decent homes initiatives, ensuring they are delivered to cost, quality, and time constraints.

Key Responsibilities

  • Manage and deliver Housing Capital Programme contracts, focusing on customer satisfaction, value for money, and property maintenance.
  • Set clear standards and performance targets for allocated Capital Programmes and monitor progress towards meeting them.
  • Project manage large, complex projects within the social housing sector, ensuring delivery to cost, quality, and time constraints.
  • Collaborate with internal and external stakeholders to ensure effective project delivery.
  • Provide regular progress reports and updates to senior management and stakeholders.

Qualifications/Experience

  • Relevant professional qualification (e.g., CIOB) or extensive experience in the construction sector.
  • Evidence of continuing professional and management skill development through training, qualifications, and/or experience.
  • Full membership of a relevant professional body, e.g., CIOB. (desirable)
  • Qualification to degree level or equivalent in a construction or related field. (desirable)
  • Relevant construction knowledge, including existing building types, forms of construction, and potential building pathology issues.
  • Detailed knowledge of a range of building contract forms, including amendments.
  • Understanding of construction-related health and safety legislation and requirements.
  • Knowledge of relevant legislation, including Planning and Building Control requirements.
  • Familiarity with Best Practice in project management, including PRINCE2 methodology.
