I am recruiting an experienced Commercial Policy and Compliance Officer on a temporary basis for 9-12 months to work for a Local Authority in London. This is a fantastic opportunity to work on a high-profile programme in a fast-paced, friendly and supportive team.The expectation would be for you to work 2-3 days on-site in Central London and 1 day from home.The purpose of the role will be to support the Commercial Director in the provision of overall strategic support, development and planning for Commercial Services and the wider authority's business. You will also ensure consistency of procurement policy and guidance across the organisation and alignment with their initiatives to the Procurement Code. You will be responsible for the drafting, revisions and editing of all procurement related policies, ensuring at all times these are maintained in line with national and local regulations and laws.Supporting the Deputy Director, Commercial Strategy and Partnerships to horizon scan and assess the potential impact of relevant policy developments and, to drive the further embedding of responsible procurement priorities in Corporation policy and practice.Main Duties & Responsibilities

  • Responsibility for the creation, development and maintenance of procurement policy, guidelines and compliance activities, including benchmarking and implementation of best practice.
  • Responsibility for ensuring Commercial Services and wider organisational compliance with the Corporation's Procurement Code and UK Public Contract Regulations, guidelines and agreed procurement policies; including measuring, analysing, validating and reporting on departmental compliance with procurement policy and processes.
  • Responsibility for the development and maintenance of the Procurement Code and associated guidelines; leading on legal and policy requirements; reviewing committee reports where applicable; advising on procurement ethics and conflicts of interest.
  • Responsibility for the development of a robust assurance framework maximising use of data and intelligence.
  • Responsibility for the development and monitoring of procurement controls and compliance, utilising tools, templates and methodologies to improve departmental and supplier satisfaction by implementing, monitoring and evaluating processes and controls and reporting on results.
  • Responsibility for using data to inform the continuous improvement of Commercial Service policy and processes, ensuring the Corporation's approach enables responsive and adaptable decision-making.
  • Responsibility for managing Commercial Services Freedom of Information, Data Protection and Transparency obligations including being the team's Access to Information Networks representative and developing procedures for managing and responding to Freedom of Information Requests.
  • To act as the organisation's Procurement key liaison officer, with the Comptroller and City Solicitor, on public procurement legislation and regulations. This will include advice on procurement related risks, issues, and compliance with applicable law and approval of standard procurement documentation.
  • To support the Commercial Director with the development, implementation and maintenance of the Commercial Strategy and the governance of the authorities Procurement.
  • To monitor and proactively manage the Commercial Services delivery risks and issues; to manage the risks and issues log; to identify and manage mitigation or resolution of risks and issues; to manage and track actions that arise through Commercial Services governance forums.
  • To support the management of the Commercial Services governance framework; including responsibility for the management of agreed meetings, to include attendance, agendas, minutes and recording and tracking of actions until resolution; to understand specific Corporation Committee structures and approval processes; to maintain a database of committee dates and report deadlines.
  • To support the adherence of Commercial Services Corporation policies, strategic objectives, procedures and standards, for example, the project approval process, business continuity, data protection and internal audit.

The successful candidate will have:

  • Experience of working in a commercial role or involvement in procurement or contract management
  • Excellent communication, written and verbal and stakeholder management skills
  • Good understanding of public sector procurement policy legislation
