Job Description:

Tocarry out inspections, re-inspections and surveys and to be responsible for the investigation, enforcement and manage a caseload. To prepare and serve Statutory Notices and take enforcement action in line with the Council’s strategy and departmental enforcement policies. To report and/or advise where statutory action is not appropriate and to initiate prosecutions for failure to comply with statutory instruments where appropriate. To consult/negotiate with developers, landlords, contractors, business and other clients as appropriate, to ensure progress of casework. To carry out site visits, surveys, inspections and to attend Public Inquiries, courts of law, and tribunals.

JOB PURPOSE

Provide a high quality Regulatory Service in Environmental Health to Business and Residents in the Borough of Camden.

MAIN DUTIES AND RESPONSIBILITIES

• To lead on case work and the processing of highly complex and correspondence, ensuring it is effectively and efficiently carried out to identifiable deadlines in a manner that is successful in meeting the Council’s targets and objectives

• Take a pro-active approach to problem solving, and work within the policies and procedures laid down by the Council to address the diverse nature of the job, in terms of the type and size of the premises visited, the relative risk they present to residents, workers and visitors , and in some situations the need to protect and enhance the lives of vulnerable groups in society.

• Respond to service requests, projects and complete programmed inspections concerning environmental health following service policy and procedures to achieve an appropriate outcome.

• Investigation of service requests, including programmed inspections and use of appropriate enforcement action in line with the Council’s community strategy, corporate plan and departmental enforcement policies.

• Prepare appropriate specifications, reports, notices, schedules and other related documentation and initiate prosecutions for failure to comply with statutory instruments where appropriate

• Responsibility for developing and delivering special projects, policy, research, areas of expertise and/or functional activities within the team and carry out such other duties and responsibilities applicable to the post as may be allocated or determined by the Team Manager.

• Ensure appropriate and timely responses to all correspondence, complaints and enquiries from the service users, stakeholders, senior officers within agreed timescales and in line with Customer Care Standards.

• Represent the Team/Department/Council at meetings with other departments, outside bodies, national or London wide bodies, the public and Councillors in matters related to the function

• Contribute to performance measurement and reporting of national and corporate agenda/objectives concerning public health, the environment, housing and consumer protection.

WORK CONTEXT

• Although office-based, the role will involve lone working in a diverse range of environments, many potentially hazardous or sensitive in nature.

• A thorough understanding & adherence of the Council's Health & Safety Policy & guidance is imperative. You will know how to handle a wide range of situations and be prepared to receive advice and training to enhance your skills.

ESSENTIAL QUALIFICATIONS/REQUIREMENTS

• BSc or Diploma in Environmental Health and be eligible for EHORB registration as an EHO.

• Have a detailed knowledge / understanding of the legislative framework relevant to the team and its application to casework.

• Experience in taking enforcement action for failure to comply with requirements of appropriate legislation and statutory notices.
