Director of Digital

Purpose of the Role

  • Lead and modernise the Council’s Digital, Data and ICT functions.

  • Develop and implement a forward-looking technology strategy and roadmap.

  • Ensure secure, reliable, and user-focused live digital services.

  • Drive innovation to support better outcomes across the organisation.

  • Oversee digital transformation aligned with Council priorities and service needs.

Key Responsibilities

  • Deliver accessible, secure, and customer-centric ICT and digital services.

  • Provide strategic oversight of all technology operations, policies, and systems.

  • Lead ICT teams across strategy, architecture, business support, and service management.

  • Implement effective digital governance, project delivery, and architecture principles.

  • Develop and monitor annual service plans and operating budgets.

  • Set and track KPIs and a standard service catalogue for digital, data and technology.

  • Manage key contracts and external providers.

  • Advise senior leaders and elected members on digital and ICT matters.

  • Ensure user-centric design and timely, cost-effective technology deployment.

  • Stay abreast of digital, data, and ICT developments across public and private sectors.

Essential Experience

  • Senior ICT leadership in a large, complex, and politically aware organisation.

  • Designing and implementing ICT systems in strategic, service-focused environments.

  • Leading large-scale change, transformation, and multi-disciplinary teams.

  • Business planning, performance frameworks, and managing significant budgets.

  • Stakeholder engagement across public, private, and third sectors.

  • Strategic use of ICT to drive efficiency and service improvement.

  • Leading service delivery aligned to operational and organisational priorities.

Qualifications

  • Degree or equivalent recognised ICT qualification, or significant relevant experience.

  • Evidence of ongoing professional and personal development.

  • Leadership and/or management qualifications are desirable.
