Role: Category Manager
Salary/Rate: £ 61 per hr (inside IR35)
Location: Hybrid multiple locations
Contract Duration: 12 months

We are currently looking for a Category Manager for our government client. This Category Manager role is hybrid, based between approx. 1 day per week on site and the remainder of the week working remotely. The on-site location will begin in the Reading area and later provide the option to move to central London, as preferred.

The contract for the Category Manager position is for 12-months with potential to extend, operating inside IR35.

Security Clearance: eligible for Security Check ('SC Clearance')

This role is inside IR35 - Due to the service of the role, it will now be based on an Umbrella solution.

Essential skills/experience required:

• Public Procurement Regulations e.g. PCR 2015, DSPCR 2011, and the Procurement Act 2023.
• Proven record of delivering business objectives in line with organisation policies, on time, in full, and within budget.
• Experience of using eProcurement systems, particularly Jaggaer and AWARD
• Preparing tender packages, conducting tender conferences, developing evaluation criteria, analysing and evaluating proposals.
• Pricing arrangements and incentivisation mechanisms e.g. target cost incentive fee.
• Drafting, reviewing and negotiating NEC forms of contract, including framework agreements.
• Strategic procurement.
• Working in cross-functional teams across multiple projects.
• Managing multiple stakeholders and priorities.

Role/Responsibilities:

The Category Manager, with the sub-category Team, is responsible for securing and tracking cost reduction, contract management and continuity of the Supply Chain.

• Develop and implement Category Strategy for specific categories, balancing short and long-term objectives to meet business strategy and efficiencies (savings) in alignment with business stakeholders.
• Support and execute strategic sourcing activities in line with approved category strategy and preferred suppliers list, including the execution of the RFx process, supplier evaluation and selection, contract negotiation, business award and contract handover to the business, in compliance with the business requirements as well as policies and directives, including Code of Conduct and Code of Business Ethics.
• Support the execution of Supplier Relationship Management for some key suppliers, including supplier segmentation, contract management, supplier risks identification and mitigation and suppliers' performance.
• Monitor and drive supplier performance, ensuring that suppliers meet contractual obligations using the Supplier Performance Card or specific contractual Key Performance Indicators (KPI) and Service Level Agreement (SLA) and secure commercial compensation for supplier contractual noncompliance.
• Consistently demonstrating positive behaviours in line with the company's environmental, sustainability, safety, health, security, quality and ethics standards.
• Develop, implement and drive Category Strategy to deliver cost effective category solutions and business models for assigned categories.
• Supplier base management and supplier classification (Preferred Supplier List - PSL), securing competition in the supplier base.
• Implement ways of working according to the Category Management Framework including the delivery of Category targets and KPI's for assigned group of spend categories.
