We are recruiting for a Market Design Analyst to join a company which plays a central role in supporting competition in the non-household retail water market. As a Market Design Analyst, you will be part of the Market Design directorate for the non-household retail market, supporting changes to the market codes covering laws, regulations, policies, systems and processes in the water industry. You will also support and advise market participants and governance groups and represent the company in all matters of proposed changes to the Market Codes. Key responsibilities:

  • Analyse market issues and drivers for change and take steps to understand the wider context.
  • Liaise with internal stakeholders to understand interactions and dependencies between improvement programmes.
  • Assess the impact of change on internal systems and processes.
  • Assess the impact of change on external stakeholders through formal consultation and other forms of engagement.
  • Engage and influence senior market participants and industry stakeholders to understand the impact of change and the best outcome for the customer.
  • Capture and present business requirements to design authorities
  • Prepare market code amendments and review dependencies on other processes and documents.
  • Deliver and present papers and support the governance department to ensure papers, minutes and actions are prepared and circulated in an accurate and timely manner.
  • Prepare the business case for change and present to senior stakeholders and the regulator.
  • Ensure the market code change process is followed and associated documents and codes are controlled in line with configuration management best practice.

Skills and experience required:

  • Ability to assimilate large amounts of complex information efficiently and effectively, ideally using MS Excel, MS Access or SQL.
  • Report writing skills is essential.
  • Ability to analyse complex situations and develop considered options and responses.
  • Ability to articulate complex options clearly and concisely to senior decision makers.
  • Excellent interpersonal skills with the ability to negotiate and influence effectively.
  • Level 6 qualification (e.g. bachelor’s degree) in a numerate subject
  • Other Level 6 qualifications or equivalent experience demonstrating complex analysis in written English also considered.
  • Knowledge of business process mapping and requirements gathering is desirable.
