Team Manager - Fostering & Permanency at Southend-on-Sea City Council
Eden Brown Synergy is currently seeking an experienced Team Manager to join the Fostering & Permanency team for Southend-on-Sea City Council in a permanent role.

Role Overview: The position is based within the Marketing and Permanency Team. As the new Team Manager, you will lead the recruitment and application process for prospective foster carers, manage the pipeline at stages 1 and 2, and collaborate with the communication team to ensure the council delivers a top-notch professional service. Your responsibilities will include managing a team of four, overseeing performance, providing formal supervision, and ensuring that appraisals and training needs are addressed.

This is a hybrid role, requiring onsite presence for a minimum of 3 days a week and mandatory attendance at monthly onsite meetings.

Key Responsibilities:
* Ensure high-quality service delivery to children, young people, and their families.
* Manage a team comprising Senior Practitioners, Social Workers, Children & Families Workers, Administrative staff, and Foster Carers.
* Handle child protection concerns and ensure all relevant documentation is current for children under foster care and in adoptive placements.
* Implement service strategies and performance, aligning with Council objectives.
* Provide professional supervision, conduct staff appraisals, and identify training needs.
* Ensure compliance with statutory requirements such as National Minimum Standards and Regulations for Fostering and Adoption.
* Monitor performance and quality of work, fostering a culture of continuous improvement.
* Oversee recruitment, assessment, training, and supervision of foster carers and adopters.
* Provide specialist advice to professional panels like the Fostering Panel and Adoption Panel.
* Collaborate with various departments to ensure integrated service provision.
* Manage complaints, budget allocation, and authorize payments within budget constraints.
* Provide necessary reports and analyses.
* Participate in group management meetings, contributing to decision-making.
* Chair meetings and reviews, ensuring a multidisciplinary approach and addressing individual childrens needs.
* Deputize for the Head of Service as required.

Person Specification:
* Qualifications:
o CQSW, DipSW, CSS or equivalent.
o Evidence of continuing professional development, including management skills training.
o GSCC Registration.
o Management qualification (desirable).

* Experience:
o Minimum of four years' experience working with children and families.
o Experience in fostering and/or adoption services.
o Experience in multi-disciplinary working and staff supervision.

* Knowledge:
o Extensive knowledge of social work intervention methods, child protection, fostering, and adoption services.
o Understanding of relevant legislation, regulations, and assessment frameworks.
o Knowledge of National Minimum Standards for Adoption and Fostering.
o Performance management principles.
o Equal opportunities issues in staff and client management.

* Skills and Aptitudes:
o Effective assessment skills in a statutory social work setting.
o Ability to manage and develop social work staff and foster carers.
o Expertise in recruiting, assessing, and training foster carers and adopters.
o Strong communication and liaison skills.
o Organizational and time management skills under pressure.
o Initiative and evidence-based decision-making skills.
o Conflict management and resource management.
o Proficiency in ICT and ability to learn new software programs.

* Special Circumstances:
o Ability to travel within and outside the borough as required.
o Valid driving license and access to a car for business use (desirable).
