We are currently looking for a Senior Commercial Officer for our government client. This Senior Commercial Officer role is hybrid, based between working on site in Winnersh, near Reading, 2 days per week, and the remainder of the week working remotely.

The contract for the Senior Commercial Officer position is initially for 8/18-months with potential to extend, offering a daily rate within the range of £ 55 to £ 63.29, operating inside IR35.

Security Clearance: Security Check ("SC Clearance")

This role is inside IR35 - Due to the service of the role, it will now be based on an Umbrella solution.

Role Profile/Responsibilities:

  • Need a strong practitioner - expert in tendering within the public sector - knows way round public service/CCS procurement and how it gets approved.
  • Framework knowledge - able to confidently run the tender.
  • Ideally experienced professional services and NEC 4, but other public sector frameworks would be acceptable.
  • Able to run end to end procurement.
  • Can keep the tender compliant and maintain the integrity of the tendering process.
  • Stakeholder Management - across multiple departments/disciplines/levels
  • Must be able to have a presence, able to ensure all parties know their roles/responsibilities.
  • Experience of the commercial cycle including pre-competitive supplier engagement, supplier selection, tender evaluation, contract award and ongoing contract management.
  • A strong understanding of CCS Frameworks
  • Experience of public sector procurement, e.g., EU Procurement Regulations and using Crown Commercial Service frameworks.
  • Leading end-to-end procurements, predominantly Crown Commercial Service Frameworks, ensuring innovation where possible whilst adhering to commercial policy, processes, operating procedures, and category strategies.
  • Providing commercial support to the Programme stakeholders from advice and guidance on routes to market, commercial strategy development, tendering processes and, where appropriate, contract management.
  • Supporting the development and maintenance of the commercial pipeline and associated commercial strategies working closely with subject matter experts and other commercial colleagues.
  • Support the leadership team as they work to embed a new Category Strategy. this will include the development, planning, delivery, management, and continuous improvement of the category.
