Adecco's specialist Property Services Division are proud to have been commissioned to partner exclusively with Joseph Rowntree Housing Trust (JRHT) to assist them in recruiting a permanent Head of Property Services for their Asset Management division on to work out of their offices located in York.

JRHT is a provider of housing and care, managing around 2,500 homes across York, North Yorkshire, and parts of the Northeast.

Job Purpose

Providing strategic leadership and vision, enabling the development and operational excellence of our services for the repair, maintenance, planned improvement and modernisation to residents' homes. This will include working collaboratively across matrix teams and externally building networks and identifying best practice.

The successful candidate will take the lead role in the effective management and developing of property services including a direct services team delivering high quality reactive maintenance and servicing, planned maintenance, asset management, retrofit including strategy and parks and landscapes teams.

Candidate Requirements - Essential

  • Extensive experience of staff leadership, management, and motivation.
  • Experience of leading teams responsible for housing construction/ maintenance/ improvement ideally while working within the social housing sector.
  • Demonstrable, knowledge and experience of significant financial management and budgetary control.
  • Experienced in developing asset investment plans, in line with stock data, funding availability and best practice including consultation with the wider organisation to ensure the plan reflects resident aspirations from feedback.
  • Experience of leading teams where there are significant health and safety and regulatory compliance requirements.
  • Extensive experience of service improvement and organisational development
  • Experience of working with customers to inform service improvement.
  • Experience in commissioning/procuring contractors including the use of frameworks and knowledge of OJEU requirements and compiling multiple year procurement programmes.
  • Demonstrable IT skills including proficiency in Microsoft Office applications and being able to identify business opportunities using IT hardware and software systems.
  • Detailed understanding of compliance requirements within the housing sector.

Candidate Requirements - Highly Desirable

  • A relevant, formal property related qualification.
  • A relevant management qualification.
  • Experience of leading teams within a direct services organisation.
  • Demonstrable understanding of the operating context for the housing association sector
  • Experience of working with Civica CX, Connect and Keystone or similar repair and asset databases.
