The overall goal is to develop and embed the systems, controls, processes and procedures required to achieve a new Target Operating Model supporting an FCA regulated firm culture.Work with the service to undertake a full service review of payroll service, process and systems:Undertake review of current state including business process / value stream / customer journey mapping and identification of current issues and waste in the system.  This should identify and prioritise areas of high volume and cost to ensure future design has the biggest impact.Review with service opportunities for future state, including digital and other opportunities.Develop future state design including process redesign to address areas of inefficiency and waste.Candidate should have:
  • Proven experience in business analysis, with a focus on process mapping, process redesign, and implementing improvements on payroll systems and processes.
  • Sound knowledge of LEAN and experience in leading change and re-engineering processes.
  • Strong data analysis skills, including the ability to interpret payroll data, identify trends, and generate actionable insights.
  • Excellent communication skills, with the ability to engage stakeholders and translate technical concepts into clear, actionable recommendations.
  • Experience managing projects or contributing to the successful delivery of system upgrades or implementations.
  • Knowledge of local government payroll systems, policies, and procedures.
  • Experience working in a public sector or large organizational setting is desirable.
  • Certification in business analysis (e.g., BCS, CBAP) or relevant payroll qualifications.
  • Familiarity with project management methodologies such as Agile or Prince2
