About the role
In order to meet NetZero targets, the ESO needs to plan the electricity network that will be required to transport increasing volumes of electricity around the country. To do this, we need to better understand the typical timeframes, processes and challenges involved in delivering transmission infrastructure in order to recommend the best network design, and to support the delivery of that network. Currently, we rely primarily on Transmission Owners for this information but we are seeking to grow a greater understanding internally within the ESO.
To combat monopolies in the design build own operator transmission assets side of the business we are setting up a unique tender to evaluate submissions from companies if their submission projects are viable, setting up frameworks, reviewing budgets.
This role will therefore involve providing advice to teams within the ESO in relation to the design and delivery of new transmission infrastructure. This is likely to include utilising the expertise of external consultants specialising in particular elements of the process, and with the existing transmission and distribution network owners.
In particular, the role will support the introduction of a major new competitive process to enable new parties to design, build and own transmission asset. This process is known as early competition - more information is available on our website. The role may also involve supporting other parts of the business, such as the network planning processes to help us identify develop the most practical ways to meet Net Zero.
This role can be based from Wokingham, Warwick or Glasgow, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.
Key Accountabilities

* Helping internal teams (both electrical engineers and policy experts) to understand typical processes for the delivery of transmission infrastructure and how this impacts what they are trying to achieve and helping to develop pragmatic solutions to challenges.
* Leading technical evaluations of competitive tenders, including co-ordinating input from other teams in the ESO and external specialists.
* Tendering for, and managing, external consultants to deliver specific pieces of work related to the planning or development of https://(url removed)/future-energy/projects/early-competition
* Engaging with existing transmission and distribution network owners to utilise their expertise and understand existing network planning and delivery processes.
* Engaging with other external stakeholders to understand their requirements and communicate the ESO's positions.
* Engaging with Ofgem and government to ensure the ESO meets their needs.
* Advising how the ESO could further grow its capabilities in this field and driving that forward.
* May include managing staff in due course.

About you
Essential:
* Experience with either the development or construction of a range of transmission system equipment, including understanding of transmission system safety issue
* A good understanding of the practical end to end processes of delivering transmission infrastructure, including typical timeframes, processes and challenges
* Ability to translate technical requirements into a physical scope of works
* Ability to define technical requirements and complete technical evaluations within tender process for a large-scale design and construction infrastructure projects
* Experience in evaluating transmission feasibility, system impact and facility studies
* Understanding of wider network interactions

Desirable:
* Knowledge and experience in the full end to end project lifecycle for the delivery of transmission assets, from needs case to commissioning
* Ability to understand relevant regulatory, asset risk, customer and business drivers and take action to deliver the best commercial outcome for the Early Competition Projects.
* Awareness of GB electricity infrastructure industry framework

What you'll get
A competitive salary between 70,000 - 80,000pa - dependent on experience and capability.
As well as your base salary, you will receive a bonus of up to 15% of your salary for stretch performance, 28 days annual leave as standard, and a competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%.
