Service: Environmental Health and Trading Standards

Job Summary:

We are seeking a dedicated Environmental Health Officer/Housing Standards Officer to provide specialized services in the private sector housing domain. The successful candidate will offer guidance on a comprehensive range of issues to meet the needs of Tower Hamlets' diverse community. This role involves managing projects, assisting in policy development, and ensuring adherence to statutory requirements and professional standards.

Role Requirements:

  • Lead projects and manage a case load, ensuring compliance with statutory obligations, council policies, and professional standards to benefit residents.
  • Offer expert technical advice on environmental health housing matters, including assuming delegated statutory authority where necessary.
  • Provide professional guidance during enforcement and inspection duties, exercising delegated authority as required.
  • Conduct complex inspections, surveys, and investigations under relevant legislation, prioritizing tasks and making decisions accordingly.
  • Initiate and oversee enforcement procedures, including legal processes and prosecutions, as needed.
  • Maintain and calibrate specialized equipment essential for the role.
  • Prepare comprehensive reports, legal recommendations, and briefings for legal proceedings.
  • Represent the section at various committees, sub-committees, and forums, contributing to policy development and quality assurance initiatives.
  • Undertake additional duties as required within the team or across the Borough.

Level 2 Requirements:

  • Provide mentoring and technical guidance to junior staff within the service.
  • Prioritize and manage caseloads, initiating inspections in various premises, including high-risk locations.
  • Work towards Chartered status with the Chartered Institute of Environmental Health.
  • Engage in educational initiatives and campaigns to enhance public health awareness within the Borough.
  • Corporate Responsibilities:
  • Contribute to council priorities and outcomes, fostering collaboration across departments.
  • Foster positive relationships with colleagues, stakeholders, and communities to effectively implement strategic priorities.

People:

  • Represent the council in liaison and multi-disciplinary groups, ensuring effective communication with stakeholders.
  • Promote the services of the Directorate, collaborating with internal and external bodies to provide assistance to residents and businesses.
  • Offer technical advice to service users on environmental health matters.
  • Coordinate responses on multidisciplinary issues affecting public health.

Service:

  • Maintain professional development through training activities and performance reviews.
  • Ensure compliance with council policies, codes of conduct, and relevant legislation, promoting anti-discriminatory practices.
  • Be flexible to work evenings and weekends as required, providing necessary transportation.

Performance:

  • Participate in the council's Performance Management Scheme, achieving set standards and targets.
  • Utilize appropriate interventions and specialist skills to ensure compliance with environmental health legislation.
  • Stay updated on professional developments and legislative changes, sharing knowledge with colleagues.
  • Utilize Information Technology to enhance efficiency and contribute to IT development.

Additional Requirements:

  • Willingness to work outside normal office hours and undertake site visits.
